Dear CATPM Members,
On behalf of the Board of Directors, I am pleased to invite you to attend the Annual General Meeting (AGM) of the Commonwealth Air Training Plan Museum (CATPM Inc.).

The AGM will be followed by a BBQ celebration, where we will come together as a community to mark an important moment in the life of the Museum.
This year, we will also take time to recognize and thank Stephen Hayter for his extraordinary 27 years of service as Executive Director. His leadership, dedication, and care have shaped CATPM into what it is today, and we look forward to celebrating his legacy together.
Business of the AGM
In addition to regular AGM business, members will be asked to review and vote on proposed amendments to the CATPM bylaws.
Summary of Proposed Amendments
The proposed updates are intended to strengthen governance, align with sector best practices, and support the future growth of the Museum:
- Board Eligibility (Article 5.4.f):
Removal of the requirement that Board candidates must be members in good standing for at least two months prior to election, to allow the Museum to attract individuals with key skills, experience, and expertise. Successful candidates will be required to obtain and maintain membership in good standing upon joining the Board. - Inclusive Language (Article 4.1):
Update from “men and women” to “people” to reflect inclusive and contemporary language. - Governance Terminology (Articles 5 & 6) in alignment with National Museum Standards:
- Executive Director → Director General & CEO
- President/Vice-President → Chair/Vice-Chair
- Clarification of Roles (Article 6.4):
Updating Treasurer responsibilities to reflect governance oversight rather than operational handling of funds. - Fiscal Year Alignment (Article 8.1):
Change from November 1 – October 31 to April 1 – March 31 to align with standard funding and government reporting cycles. - Financial Approval Thresholds (Article 8.7 & 8.8):
- Board approval required for expenditures over $3,000 not already included in the approved annual budget
- Extraordinary expenditures increased to up to $25,000, with appropriate oversight and reporting
- General Updates:
Improved consistency in language, structure, and references to CATPM Inc. throughout the bylaws.

Your participation is important, and we encourage all members to attend, take part in the discussion, and vote on these updates.
Another important activity of the AGM is the election of Directors. There are 4 positions open this year. Eligibility (from the current by laws) follow. If you wish to nominate yourself or someone else (with their permission), email the museum with your contact details.
5.4. Eligibility: To be eligible to sit on the Board of Directors the following criteria must
be met. Candidates must be:
a) 18 years of age or older,
b) Not a paid staff member of the Corporation,
c) Not be currently in bankruptcy,
d) Able to clear a criminal record check,
e) Interested in furthering the objectives of the Corporation, and
f) A member in good standing of the Corporation at least two months prior to the election.
